Data waivers and scientific rationales

When another study adds
no meaningful answer.

Scientifically supported waiver requests and rationales for Canadian pesticide data requirements, developed from the product, evidence and question the requirement is intended to resolve.

A missing study is not yet a waiver case

The strength comes from
the chain of evidence.

Good rationales are product-specific. They connect composition, physical or chemical behaviour, manufacturing information, exposure, intended use and supporting literature to the purpose of the requirement.

We test the argument before drafting it. If the evidence does not support a credible waiver, that limitation is identified early rather than hidden behind broad claims.

Where we add value

Build the case from the
regulatory question backward.

01

Requirement analysis

Define what the requested study is intended to establish and why that endpoint matters for the proposed product.

02

Evidence development

Identify product data, analogue information, literature, calculations and regulatory precedent relevant to the argument.

03

Applicability and uncertainty

Address substance identity, formulation, use pattern, exposure and limitations that could weaken reliance on existing information.

04

Scientific rationale

Present the reasoning in a clear, traceable sequence supported by appropriate primary and authoritative sources.

05

Submission alignment

Ensure the waiver position remains consistent with the specification, label, other studies and the broader dossier strategy.

A focused engagement

Use a rationale only where
the science can carry it.

Assignments may address one defined requirement or a coordinated set of gaps identified during chemistry or dossier review.

THE OUTCOME

A focused argument the regulator
can evaluate on its merits.

The final rationale defines the request, supporting evidence, scientific logic and relevant uncertainty without overstating what the record proves.

Where further evidence is the stronger path, you receive that conclusion before investing in an unpersuasive waiver submission.
